Possibly. But, it will need VERY careful coaxing back up to 3.0V or so per cell by charging on a low NiCd or NiHm charge. Then it should balance charge, but at no more than 1C rate.
However, if any cells are at 0v before attempting the above, dispose of it.
If it balances up ok, give it a few charge/diascharge cycles and check it out.
IF you do try this, watch it like a hawk as it could be damaged already and if it warms up a lot or puffs up, stop charging immediately and dispose of it.
Thanks WTWUK for quick response. Using TReX charger which won't show cells as not charging. Comes up with !!!--- select voltage and sounding alarm. However has crept up to 2.30v. Not sure if I can do what you suggest. I set it to correct lipo settings for 3s 11.1V battery. How do I charge it one cell at a time. (battery had been idle for 12mths but working OK yesterday until I left in Tx turned on).

No problem. I would discharge them completely in salt water and dispose of them. Batteries are cheap these days, so not worth the risk really.
